Top Skills Microsoft Word, Excel, Power Point Presentation, Publisher Through collaboration with the local government authorities, I have gained experience in negotiating, and demanding that refugees' rights to education and work are granted to the point that 50 % of the settlement community schools are headed by refugee teachers and many are employed as grade III teachers if they meet the minimum requirements and possess qualification from Ugandan universities. Throughout the project implementation and related activities, the need to treat all refugees with dignity and respect was emphasized and closely monitored to ensure UNHCR standards were observed and kept. This was further reinforced by ensuring refugees have a platform to demand their rights from partners and the same provided within the partner projection. I have led and been involved in several assessments with persons of concern to UNHCR to understand their basic needs that inform the planning and decision-making, these assessments included the AGD participatory assessment, the education-specific assessment post-COVID-19, and the rapid assessment to target specific communities with support. I have gained technical expertise in the assessment of needs, planning, and allocation of scarce resources to address them through the partner PPA, and advocacy with donors and operational partners. Having worked in a sector that is time-bound and that education is guided by terms, I have experience in ensuring implementation of project activities is done on time. Some activities are lifesaving and require swift response such as the provision of health services. As a team member and a sector focal point I have gained experience in meeting deadlines in project implementation, monitoring, and report writing. I have gained experience in UNHCR resource management from different perspectives, while implementing education for UNHCR I oversaw the settlement education PPA for various locations such as Rhino Camp Refugee settlement, Kyaka REFUGEE settlement, Kiryandongo refugee settlement, and while with UNHCR I oversaw the education sector DI budget and provided an overall sight on the partner PPA for Bidibidi refugee settlement. I fully understand the importance UNHCR has placed on the safety and security of staff and property over the years and am conversant with the security protocols of this country. I will ensure the safety of UNHCR human and material resources is always guaranteed and ensure security loopholes are addressed promptly while reporting to my supervisor for further action. I served as a staff welfare representative in the office of my former placement, and in this position, I learned the importance of ensuring staff welfare, staff motivation, and staff working conditions for productivity and delivery of services. I will, therefore, at all times ensure the staff under my supervision are well catered for. I am currently a code of conduct dialogue facilitator for the Uganda operation trained by the ethics office, I have practical skills in ensuring that staff are refreshed in the code of conduct and will model the same to my subordinates for them to emulate. I will ensure staff are aware of the grey areas of the code and from time to time offer individualized support to ensure adherence and conformance with the UNHCR code of conduct. My role as the education project officer with the partner for 4 years and recently as the Assistant Education Officer required periodic report writing which included which included weekly, monthly, quarterly, and annual reports. All these reports have equipped me with the required skills to write clear and succinct reports to inform the supervisors of the situation within my area of responsibility. As the link between my field team and the branch office, it was my role as the education project officer to communicate decisions taken from senior management with my team to ensure compliance and as the AEO and education focal point, I have been responsible to communicate the directives from UNHCR to the partner. With this experience, I am confident I can execute this role effectively. I have experience in representing UNHCR in different with local government in district and country-level meetings that I was permitted to attend. I will borrow the same experience and effectively represent UNHCR and articulate the organization's mandate while advocating for persons of concern to UNHCR. I possess first-hand experience in observing the adherence to policies and guidelines in place regarding the UNHCR protection mandate, program, Human resources, and security SOPs. I will use the same experience to ensure compliance from all staff and seek to update knowledge every time an amendment or new policy is rolled out. As an AEO in the operation, I gained experience in pitching proposals for funding within the UNHCR and donors for possible support. As a result, I managed to acquire 53 scholarships under different donors for students to enroll in the university for courses of their choice. I have over time developed this skill further and this is a transferrable skill I will bring with me to this position and execute this job role. Coordinated partner interventions by allocating partners operating space to avoid duplication of services and ensuring equitable distribution of scarce resources and services and ensured that partners who implement in my area of responsibility coordinate their interventions with all stakeholders as an accountability mechanism. I chaired the education in emergency working group meetings in which we reviewed progress, and discussed challenges and opportunities that inform project implementation and review. I provided technical guidance to education implementing partners in line with UNHCR education strategy and the government of Uganda's education policies that are advanced from time to time concerning emerging situations such as the COVID-19 prevention and management of teenage pregnancies, etc. I unpacked the 2030 education strategy and contextualized it to our operation to seek government support and collaboration in achieving the strategy, relatedly in line with UNHCR Global Refugee Education Strategy 2030, I advocated for the inclusion of refugees in government-aided schools, to foster a safe and enabling environment that supports education for all. I ensured education is mainstreamed into other sectors by ensuring staff members from the other sectors attend and participate in education working group meetings to take note of concerns that are specific to their sectors such as WASH, Child Protection, Protection, and livelihoods. I have managed resources, planned, reviewed and monitored development budgets for UNHCR’s Direct implementation and implementing partners (IP) in Nepal, Uganda, Botswana, Ethiopia, Nigeria and Iraq.
