Since becoming one of the CORs for USC-09, I am the only point of contact for getting drivers access to all bases in Kuwait to accomplish the inland transportation mission across the TAN. Have effectively accomplished each mission in the CENTCOM AOR by communicating effectively with commercial carriers and their agents on the ground. As a Traffic Management Specialist, I provide technical assistance to Military and DOD personnel on transportation via air through Single Mobility System (SMS), Joint Operations Planning and Execution System (JOPES) and Global Air Transportation Execution System (GATES). My main priority is to provide focus on regulations and contracts affecting our movement of hazardous and non-hazardous cargo via surface to establish a position on the proposals and assess that can possibly impact our transportation operations. As a Traffic Management Specialist, I provide focus on multiple regulations and contracts affecting our movement of hazardous and non-hazardous cargo via air and surface to establish a position on the proposals and assess that can possibly impact our transportation operations. I plan, develop, and implement the Command’s quality assurance program. Serves as the technical expert in providing staff guidance and advice to carriers. One a daily basis, I provide technical assistance to Military and DOD personnel on transportation via air through Single Mobility System (SMS), Joint Operations Planning and Execution System (JOPES) and Global Air Transportation Execution System (GATES). I perform surveillance over contractor traffic management plans, procedures, and operations as the Contracting Officer Representative (COR) for Saudi Arabia responsible for the Stevedoring and Related Terminal Services (S&RTS) contract in support of DOD cargo transportation in commercially contracted vessels transshipping through the 595th Transportation Brigade AOR. I have improved operations by providing more focus to the mission, set priorities and increases collaboration between DOD civilians and Soldier Members across the CENTCOM AOR. On a daily basis, I must interact with higher headquarters, subordinate units, government agencies, commercial and military ports and the commercial transportation industry to effectively carry out the transportation mission of the 595th Transportation Brigade. Adheres to established contracts, policy, procedures, management controls, safety, quality and regulatory requirements in all matters pertaining to port and air operations. Coordinates with unit's movement representatives for unit deployment lists in preparation of documentation activities for the deployment and redeployment of military units. I coordinate with commercial carriers and contractors to resolve problems within the 595th Transportation Brigade AOR, such as analyzing reports of schedules and to ensure that the most cost-efficient cargo delivery is provided. I also communicate with the Saudi Arabia Forward Strategic Transportation Officer (FSTO) to develop transportation plans and analyze transit time data to ensure we are moving FMS, Sustainment and Unit Cargo with Lethality and S.P.E.E.D. I have developed policies and guidelines to troubleshoot complex problems where standards and procedures were not well established. My primary duty is to plan and coordinate movement of personnel via air by building records in the Joint Operations Planning and Execution System (JOPES) to move personnel in and out of the CENTCOM AOR. I currently participate in the Battalion Movement Sync to develop transportation support requirements and to provide contract guidance to ensure that the transportation capability established for each port in our AOR is effective, timely, and responsive when delivering cargo to the warfighters. I currently represent the 595th Transportation Battalion views and interests on various levels within and outside of the organization, including being a liaison with many Nationalities to complete the mission. I always provide factual information and interprets technical transportation rules, regulations, and contracts that affect the cost and efficiency of administering the traffic management programs of the 595th Transportation Battalion. I prepare the weekly Significant Activity Report (SIGACT), Operational SITREPs/SPOTREPs, and Port Tracker of all cargo importing and exporting the 595th Transportation Battalion AOR. I currently utilize and train personnel on the Command-and-Control Systems including Joint Operational Planning and Execution System (JOPES), Single Mobility System (SMS), Integrated Surface Distribution Data Cleansing System (ISDDC), Integrated Booking System (IBS), Global Air Transportation Execution System (GATES) to plan, coordinate, forecast, and maintain in-transit visibility of movement requirements. As a traffic management specialist, I develop mission analysis briefings, standard operating procedures (SOPs), concept of operations (CONOPs), and tracks movement aboard MSC (Military Sealift Command) controlled/chartered vessels and Universal Service Contract (USC)/Multi-modal (MM) commercial liner contracted services, as required. I have compiled reports and performs ITV on over 75,500 shipments on over 1,000 vessel/ships to/from the United States Central Command (CENTCOM) Area of Operation (AOR) in support of Operation Freedom Sentinel (OFS), Operation Inherent Resolve (OIR), Operation Spartan Shield (OSS) Native Fury (NF), contingency missions, various exercises, and routine sustainment/retrograde shipments on a daily basis. I review and approve stow plans in the Integrated Computerized Deployment System (ICODES) for the documentation of hazardous cargo for surface movements prior to the data being uploaded into the Information Repository. Ability to communicate effectively, both orally and in writing. Expert user and the "Go To Guy" that assist others on the following computer operating system\software applications: Windows Microsoft Operating System, Microsoft Office Professional Program (e.g., Excel, Word, Outlook, Power Point, Share Point), Global Air Transportation Execution Systems (GATES), Hand Held Terminal Integration (HHTI), Integrated Booking System - Sustainment (IBS-SUS), Integrated Computerized Deployment System (ICODES), Joint Operation Planning Execution System (JOPES System II (TC- AIMS II). As a Consolidated Shipping Authority Non-Commissioned Officer in Charge (CSA NCOIC), utilized TCAIMS II, GATES, JOPES and the ETA system to access IBS-SUS, GFM, ISDDC, PAT and JECD daily. Assisted other units and trained incoming Deployment and Distribution Support Team (DDST) members to conduct, plan, execute, and perform traffic management duties required to assist deployed and redeployment units within the CENTCOM AOR using JOPES. Proofread and submitted Export Traffic Release Requests (ETRRs) to the Ocean Cargo Clearance Authority Southwest Asia (OCCA SWA) daily to ensure the deploying and redeploying units do not miss their ready load date (RDD). Once the ETRRs are reviewed by OCCA SWA, transposed the data from TC-AIMS- II into GATES in order to track the cargo and passengers that are loaded onto the vessel in accordance with regulations, policies and local business rules from the Passenger Booking Office and OCCA-SWA. Coordinated with OCCA SWA, utilizing the GFM to provide reliable, cost, effective, global surface deployment and distribution transportation services.
