PROJECT MANAGEMENT PROFESSIONAL

I am proud to say that I have changed the landscape of Development in Haiti, in terms of who is executing USAID projects on the field. In fact, before 2014 only international organizations implemented projects for the US government in Haiti. However In 2014 I was called to form a cross-functional team between technical offices to run a strategic program called "Local Solutions" under which my team and I created, designed, planned and executed over a dozen of projects with local partners only, while we provide Technical, Financial management and Organizational assistances to those partners working with USAID for the first time. Thanks to that 2012 Procurement reform, several local NGOs are now managing multimillion-dollar projects for the US Government.

USAID FIELD MISSION (HAITI) Nov 2012 - Feb 2018
PROGRAM MANAGER • Washington, DC

• As the head of the USAID/Haiti Local Solutions team I managed the APS portfolio, a 22.5-million-dollar program with 9 axes of development. As Project manager, I was assigned to manage the $7.5 million Technical Assistance project called Konbit, I provided financial and programmatic oversight of all aspects in managing this agreement; including but not limited to reviewing invoices, requests for approvals, program/project deliverables (work plans, annual reports, monthly status reports), travel requests, key personnel hiring, and financial/budget reports
• As a member of the Democracy and Governance office I also established and maintained liaison between the USAID/Haiti and the Government of Haiti (Goh) throughout the execution of these projects. I conducted over 50 Consultations with NGOs, private Sector actors, during a 3-month span to raise interest in the potential Local Solutions (LS) APS that was being crafted.
• I Conducted consultations at Government level, National and Regional level among Civil Society actors to inform a new Country Development Cooperation Strategy (CDCS) With the LS teams help, we also planned, created, designed, and implemented projects: 1 Advocacy project (TFIF) Fiscal Transparency project with the State Department in Haiti and 1 Capacity Building project (KONBIT) with the Program office to accompany all local NGOs APS winners.
• Organized and conducted sessions for Project Managers and Financial Analysts on how to create and manage financial reporting via Microsoft Access Organize and conduct sessions for Project Managers and Financial Analysts on End Use Checks of USAIDs depreciable Assets. Organize and conduct DEVRESULT sessions to teach colleagues how to use Monitoring and Evaluation (M&E) platform.

• As Program Manager, I managed a cross functional team of 10 project managers to design a Capacity building project to provide technical assistance to the multiple project implementers. To create this mechanism, we practiced a methodology called Theory of Change which is very close to Agile project management. We integrated this theory along the multiple phases of the project life cycle, which allowed us flexibility to do retrospectives at each milestone.

As Senior Financial Analyst and Democracy and Governance Portfolio manager, I made process improvement in how we conducted quarterly portfolio Review with Mission Upper management. Case in point, we were 4 Financial Analysts to present our own financial portfolio analysis of Projects to the mission for the purpose of decision making, mostly for Cash management, Project management, and for Compliance with the US Government regulations. Because the reporting and visualization was done individually by each Analyst, I suggested that to be more consistent, only one of us should pull all the financial data available for the whole mission each quarter. In fact, I took it upon myself to create a small Access database and downloaded at once all financial reports under the mission from the government accounting software, and from there I created reports, dashboards and visualizations for over 20 projects each quarter and I distributed to the Analysts their own portfolio analysis. they only needed to do their presentations at those meetings. The whole mission was happy with such improvement, because there were no multiple formats to follow, there was only one style of presentation. Subsequently, I was asked to coach my other colleagues on how to do the same by keeping the new process.

In 2017, as Program Manager of several Technical Assistance mechanisms to local NGOs, I helped 4 Haitian local NGOs to become USAID partners in implementing development assistance projects. They went from managing zero funds for the US government then and now they were promoted to manage multi millions dollars projects directly with USAID.
